What choice does this guide help you make?
Use this guide to compare engineering quotes. Ask what is being investigated, what design method applies, what drawings will be produced and how field discoveries will be handled.
The City of Los Angeles program applies to identified buildings that combine all of these features: wood-frame construction, at least 2 stories, pre-1978 code standards and an open ground-floor condition such as tuck-under parking. It does not cover every older apartment building. A city list or a street view is a screening clue, not a structural diagnosis.
Use the building address, the city or county named in the record and the latest official record as the starting point. If a company cannot say which program, order or design path applies, the price is not ready to compare.
Use the 2026 cost guide to keep engineering, approvals, construction, steps to protect occupants and final approval in the same comparison.
What is the practical sequence?
| Stage | Owner’s question | Useful output |
|---|---|---|
| Document | What exists and what is still unknown? | Measured existing-condition record |
| Analyze | Which local criteria and performance method apply? | Calculation basis |
| Coordinate | How do structure, parking and utilities interact? | Buildable design set |
| Observe | What must the engineer verify during work? | Observation and correction record |
FEMA P-807 is one published weak-story methodology, and local programs may also allow or require other code-based paths. The engineer must find the method accepted by the city or county in charge for this building. Do not select a method because a contractor uses it frequently.
Which records should be in one review file?
- available original drawings and previous calculations;
- field measurements, material observations and testing plan;
- open-front lines in both principal directions;
- diaphragm, collector, connection and foundation details;
- parking clearances, utilities, meters and fire/life-safety conflicts;
- design criteria, analysis output and calculation package;
- signed plan set, revisions and construction-phase services.
These records do not need to be polished. They do need dates, versions and clear ownership. Keep the city notice different from an engineer’s assessment. Keep a planned drawing different from an approved set. Mark the latest version so an older file does not return during bidding.
Where can a quote become misleading?
A concept that preserves parking may add foundation or collector work. A wall-based concept may affect circulation or services. Current stucco, plaster or sheathing may be considered differently under different methods. These are engineering choices, not marketing features.
The most common comparison error is to place unlike scopes in one price column. One quote may include engineering, plan-check responses, parking measures and final records. Another may cover only field installation. A low total can simply be a smaller package.
What should the written quote state?
- responsible civil or structural engineer and license number;
- site review and testing included;
- design method and governing city guideline;
- number and type of concept options, if any;
- architectural, MEP and fire/life-safety planning limits;
- plan-check responses and revision rounds;
- structural observation and field-change process;
- owner deliverables in editable and final formats.
Ask the company to find assumptions next to the affected price, not in a general disclaimer. An allowance for foundation work should say what quantity or condition it assumes. An exclusion for tenant relocation should find who will handle it. A schedule should name the event that allows each phase to start.
How do local rules change the answer?
California’s BPELSG license lookup lets an owner verify the individual engineer and discipline. LADBS, Pasadena, Culver City, Burbank and West Hollywood publish their own program materials. Pasadena’s guidelines state that affected retrofit structures require structural observation during the work.
Rules, forms and funding can change. Open the linked local office again before signing or submitting. The responsible building department, housing department, engineer and contractor must confirm the for the property path.
What can you do before the first site meeting?
Photograph both directions of the ground level, not only the most obvious opening. Mark columns, walls, stairs, meters, panels, piping and parking dimensions. Give the same record to each engineer and ask them to list missing review before quoting final design.
Bring the same file to each meeting. Ask each firm to note what it has verified, what it assumes and what remains outside its price. That makes the next comparison faster and much more honest.
How should the owner control changes?
Keep an open-item register beside the drawings and quotes. Give each item a short description, responsible party, due date and effect on price or schedule. Close an item only when the answer is written and linked to the current plan revision. If a field condition changes the design, ask the engineer to document the accepted response before the contractor covers the work.
Use payment milestones that can be observed. Examples include accepted plans, issued permit, delivered material, completed inspection stage and final city record. The contract should explain retention, correction work and what happens when a city comment or concealed condition changes the agreed work. This record does not remove project risk. But it makes ownership and choices much easier to follow.
Frequently asked questions
Is a steel moment frame always required?
No. The engineer selects a compliant for the property system. The viable options depend on the existing building and local criteria.
Who can perform the structural evaluation?
Use the city or county’s rules and verify the responsible California-authorized civil or structural engineer through BPELSG.
Should engineering be included in the contractor price?
It can be packaged. But the engineer, work, design deliverables, revisions and construction-phase duties must remain explicit.
